土地储备和城投职能年内将完成分离 不能融资贷款   土储、城投职能年内将完成分离   21世纪经济报道 李维 北京报道   随着《预算法》的落实,各级政府的土地储备管理正在迎来规范。   21世纪经济报道记者独家获悉,日前财政部、国土资源部、人民银行、银监会等四部委已下发了有关规范土地储备和资金管理等相关问题的通知。   从记者获悉的通知内容来看,其主要依据新《预算法》和43号文(《国务院关于加强地方政府性债务管理的意见》)等有关规定,对土地储备和相应的资金管理行为进行规范。   21世纪经济报道记者了解到,该通知包括清理压缩土地储备机构、规范土地储备行为、合理确定土地储备规模、妥善处置土地储备债务、调整土地储备筹资方式、规范土地储备资金使用管理、推动土地收储政府采购工作、加强土地储备项目收支预决算管理等多个方面。   通知主要明确,各地区应将土地储备机构和从事政府融资等其他非土储职能的业务相分离。   通知要求,“各地区应当将现有土地储备机构中从事政府融资、土建、基础设施建设、土地二级开发业务部分,从现有土地储备机构中剥离出去或转为企业,上述业务对应的人员、资产和债务也影相应剥离或划转。”   而与此同时,通知要求各地区在规范土地储备行为时,每个县级(含)以上行政区域原则上只设置一个土地储备机构,并从属于当地国土资源部门管辖,对于重复设置的,应当压缩归并和从新纳入土地储备名录管理。   事实上,该通知的主要规范内容也在于区分土储机构和城投公司职能。   例如通知还要求,各级城投公司等其他机构一律不得再从事新增土地储备工作,同时土地储备机构也不得开展城建、保证房建设等事务。   通知还明确,对清理甄别后认定为地方债务的土地储备贷款(截至2014年底),需纳入政府性基金预算管理,偿债资金通过预算统筹安排,并逐步发行地方政府债券进行置换;而自2016年起,则各地不得再向银行举借土地储备贷款。   此外通知也依据《预算法》对土地储备资金的使用管理进行了规范,即从2016年起,土地储备资金的筹集渠道金来自于土地出让收入费用安排、土地收益基金资金安排、地方政府债券筹集资金、财政用于土储的其他资金以及相应的利息收入。   而有机构人士认为,土地储备机构职能的专用化,该政策或将给依靠土地抵押的城投类贷款业务造成影响,从而在一定程度上影响信贷投放。   “土储不能融资,各地也不得举借土储贷款了,这样倒有希望引导信贷资金流向实体经济。”一位地产基金投资经理指出。“关键还要看政策的执行节奏。”   而据21世纪经济报道记者了解的通知来看,完成土储机构和城投职能的剥离的时间表截止时间是2016年底,而剥离工作也需要经过一定的流程,即地方土地资源部门商同当地人民银行、银监等机构出具意见,经同级人民政府批准后实施。 进入【新浪财经股吧】讨论相关的主题文章:
